What to Know About the Levelland City Council Election

Levelland voters have a local election coming up, and two City Council districts have contested races this year.
According to City of Levelland election information, the General Election will be held Saturday, May 2. District A and District C are on the ballot. Voters in those districts will choose a City Council representative, while voters in Districts A, B, C, and D will also see
Proposition A, which addresses whether the Type A and Type B corporations should merge into one Type B corporation.
This post is meant to provide context, not endorsements. West Texas Wire will be looking at local elections as part of a larger effort to help residents understand the people, issues, and decisions shaping Levelland.
District A
The District A race includes:
Bill Powell, incumbent
Bobby Eldon Morris

Bill Powell
Bill Powell is seeking reelection after serving one term on the Levelland City Council. According to his biography printed in the Levelland News-Press, he is a longtime Levelland resident with more than five decades of public service, nonprofit leadership, and community involvement.
Powell has lived in Levelland since 1980. He served in the Vietnam War as a medic from 1967 to 1969 and graduated from West Texas A&M University in 1974. Since 1992, he has served as Executive Director of South Plains Community Action Association, an organization that serves communities across Texas.
In previous campaign information, Powell identified water, implementation of the 2023 Infrastructure Master Plan, and improving revenue resources as top priorities for Levelland. He has also pointed to recent city efforts including the new wastewater treatment plant, discussion and design of a new animal shelter, a new SCADA system for water and wastewater systems, and street maintenance planning.
City Council minutes from January 19, 2026, list Powell as present as a council member. Those minutes also show Powell participating in votes related to the May 2 election order, donation of fire equipment, quarterly financial reports, and downtown pedestrian and street improvement bids.
Bobby Eldon Morris
Bobby Eldon Morris is running for the District A seat. In a public Facebook post shared by his wife, Morris was described as a lifelong Levelland resident who wants to make a difference for the west side, south side, and the community as a whole.
The post also described Morris as someone who loves God, family, and friends, and as a person who helps others when they need it. The message encouraged residents to ask him questions and learn more about why he is running.
District C
The District C race includes:
Julian Esparza Jr.
Angie Yandell

The District C seat was most recently held by Jaime McCabe, who did not seek reelection.

Julian Esparza Jr.
Julian Esparza Jr. is running for City Council District C. In a public campaign post, Esparza said he was born and raised in Levelland and graduated from Levelland High School in May 2001.
Esparza described Levelland as the community that shaped him and said it has always been home. He is married to April, and his family includes his children Miranda, Marissa, and JT, along with stepchildren, grandchildren, and extended family rooted in the area.
Esparza also shared his connection to Tommy’s Machine Works, a family-owned and operated business. His grandfather, Thomas “Tommy” Esparza, purchased what was then Morris Machine in 1980 and built it into Tommy’s Machine Works. Esparza said he began working with his grandfather and father in June 2001 and learned accountability, discipline, and the importance of trust through hard work.
As a partner in Tommy’s Machine Works and the TMW Event Center, Esparza said he helped lead the business through challenges during the COVID shutdown and a major drop in oil prices. He said the business has since expanded, hired more employees, and reopened its trucking division.
Esparza also pointed to efforts to bring entertainment to Levelland through the TMW Event Center, including Texas-rooted artists and performers such as Michael Salgado, Los Palominos, Bart Crow, and Jackson Taylor.
In his statement, Esparza said he is running because he believes it is time to serve in a greater capacity. He identified responsible growth, support for local business, protecting values, and moving District C forward with strength and integrity as areas of focus.
Angie Yandell
Angie Yandell is also running for City Council District C. In a public campaign post, Yandell said her mission is to be a voice for the growth-minded community of Levelland and to represent District C residents to the best of her ability.
Yandell currently works as an Assistant Service Manager at United, where she said she provides customer service to Levelland residents daily. She completed a bachelor’s degree at Wayland Baptist University in 1997 and has experience in education as a Reading Interventionist and Dyslexia Specialist for Ropes ISD.
Yandell and her husband, Donnie Yandell, have lived in Hockley County for 26 years and in Levelland for five years. Donnie Yandell currently serves as the 286th District Attorney. Their son, Hunter, graduated from Ropes ISD in 2016 and Texas Tech in 2019. Yandell also shared that her family helps raise her niece, Kinsey, who attends school in Amarillo.
In her campaign statement, Yandell said she understands the importance of being involved in and supporting the community. She described herself as progressively motivated about Levelland and said she would love the opportunity to represent District C residents.
Why This Election Matters
Local elections often have a direct impact on daily life.
City Council members help make decisions connected to infrastructure, water, streets, zoning, economic development, public services, budgets, quality of life, and the long-term direction of the community.
This election also comes at a time when Levelland residents are talking about growth, infrastructure, business development, community engagement, and how the city should prepare for the future.
